Because the third retired. The fourth took his place, died, and the third was re-instated rather than finding the fifth at that time.
during the whole thing with the nine tailed fox the fourth hokage died so the village had a choice orochimaru to be the 5th hokage or the 3rd could come back and the third chose to come back becvause he suapected that orichi maru was evil he that he would be horrible to the village.
Becuase Sarutobi was already the hokage. then came the 4th. But when the 4th died, Sarutobi became Hokage again. Though they still reffered to him as the 3rd
third hokage is naruto’s father, he sealed the nine tailed fox in his son.

actualy…..it was 12 years and it wasnt the 4th it was the 3rd the 3rd Yondaime was the one who saved the village and during that time the 4th was Sarutobi

Yondaime died to save the village
because the Third retired. then the Fourth came. then he died because of the fox. then the Third just continued, so they won’t have to go in the bother of picking a Fifth.
Sarutobi already retired when the fourth hokage(Yondaime) took his place. When Yondaime supposedly die(he is now, just maybe the leader of akatsuki) Sarutobi had no choice but to become hokage again until the fifth hokage is chosen. Unfortunately he died before the fifth hokage is chosen.
Yeah, The third hokage was hokage before and then he retired and assigned the forth. When the forth died the Third took over again.
Well, Sarutobi was the Third Hokage, except he got too old and he retired, choosing the Fourth Hokage as the new Hokage. However, when the Fourth Hokage died, Sarutobi again assumed position of Hokage, keeping his title of Third Hokage.
